The autonomy word on each card and the defaults and ceilings under it are read from ai/guardrails/policy.ts, the file the desk checks before every outbound call. A desk with no outbound action of its own says so.

Every action an agent can take has a setting. Four levels, per action, per client. These are the defaults and the ceilings, read from the code. You can tighten any setting. You cannot loosen one past our ceiling, and neither can we without two admins agreeing. Every change is logged with who made it and when.
